Fisherman found dead in Bayelsa, son missing

A local fisherman identified simply as Pewo has been found dead at the shores of Brass Island, Brass Local Government Area, Bayelsa State.
The fisherman said to be 43 reportedly went fishing on Sunday evening but failed to return while his son, who accompanied him was said to be missing.
The deceased, who hails from Ogbokiri, was suspected to have drowned alongside his son following rising tide and high current at the ocean.
The boy, who was identified as Erogbanyon Pewo, was one of the six children of the deceased.
Confirming the incident, Youth Leader of Sangana fish town, Akassa clan, Kune Johnbull, said the incident followed a heavy storm that affected structures and properties in the communities.
He said: “It even affected our roofs and caused serious roughness in the sea. During this period of June/July the sea is usually very rough and there’s no other option because fishing is the only source of our livelihood.
“This folks must go fishing. Some persons despite the rough sea still paddle their canoe tactically so that they can feed their families. While some try their luck by the river bank.
“The last case we recorded was some years back when two of my friends who went fishing were missing and after some days they were found but we were able to revive them.
“This particular case is so pathetic because we haven’t even seen the young boy.
“After several attempts by several persons to search for the two missing persons, it was just the man we saw”.
It was gathered that the business owners, crayfish and dry fish vendors were all in a mourning mood on Thursday when the floating remains of the deceased were recovered and buried in the community.

Buhari orders Army, Navy, others to source uniforms locally

Governor of the Central Bank of Nigeria, Mr Godwin Emefiele has met with Service Chiefs and Heads of Paramilitary agencies to enforce Executive Order 003 mandating all Ministries Departments and Agencies to source their textile needs locally.
Speaking at the meeting on Thursday Emefiele said the apex bank now enjoys President Muhammadu Buhari’s support in its efforts to revive the Cotton, Textiles and Garment (CTG) sector.
According to Emefiele, “we have the mandate of Mr. President to ensure that all uniformed services and theatre wears in hospitals and medical facilities be sourced locally from the Nigerian CTG sector. ”
To see that the Presidential Order is enforced, he said “the Bureau of Public Procurement (BPP) has been notified to enforce compliance among MDAs.”
“Our model in achieving this presidential directive is to facilitate long term contracts (five years or more) with our textile and garment factories to produce uniforms for our armed forces and uniform services using local fabrics and textile materials. We are not naive of the fact that the nature of your jobs will warrant special quality and security around the production of your wares. My team will work with your nominees toward ensuring requisite quality and security associated with your uniforms. Your nominees will also join our team to inspect the various textiles and garment factories to ensure their readiness to be engaged on long term contracts to forestall breaches,” he said.
He added that the CBN will “work out payment terms that fit budget releases for uniforms for various organisations.”
Emefiele noted that the priority placed on the CTG sector was hinged on the belief that “it has the capacity to transform Nigeria’s rural economy and revive the textile and garment industries by creating over two million jobs, improve internal revenue across three tiers of government, and reduce $4 billion import bill incurred annually on textile and apparel.”
He said the CTG sector “has the potential to safeguard and earn foreign exchange and ultimately accelerate industrial development by making Nigeria a global player in the textile and apparel sectors.”
According to Emefiele, “we analysed the huge potentials that exists in the sector, identified the challenges militating against the sector’s contribution to Nigeria’s growth and development and presented quick wins for reviving the sector. Crucial to this resolve is the call for patriotism and the need to support local manufacturers of textile through patronage by MDAs as entrenched in Executive Order 003.”
He then announced that “Mr. President has directed full compliance with this Order as it will help in addressing the pressure on our foreign reserves through demands for forex for the importation of textile and clothing materials.”
Emefiele said “based on the CBN’s interactions with stakeholders, it was revealed that MDAs have not made any significant order for uniforms or clothing materials from Nigerian textile manufacturers and garment companies.
He said the governments’ efforts at resuscitating the textile industry would not be actualized if they are not supported through local patronage among other incentives.
With regards to the primary source of CTG cotton, Emefiele said the CBN has “put in place necessary mechanisms to ensure use of high yielding varieties that will produce top quality fabrics and those that can compete in the international market.
“We have also observed that our textile factories are carrying huge quantities of unsold stock while our garment factories are idle due to lack of local patronage. We are optimistic that with your support, this trend can be reversed.”

Stop Tampering With Local Government Funds, AAC Tells Governor Sanwo-olu

The Lagos State Chapter of the African Action Congress has told Babajide Sanwo-Olu, Governor of Lagos State, to stop taking from funds belonging to the local governments in the state.
It was disclosed that one month after the National Finance Intelligence Unit (NFIU) guidelines barring state governments from accessing local governments' funds, Sanwo-olu reportedly deducted over N370 million from a council's allocation for June 2019.
An NFIU source told SaharaReporters that the Sanwo-Olu approached it for a concession but the NFIU did not grant it a waiver to access funds meant for the local governments.
Reacting to the development, Kunle Wizeman Ajayi, Acting State Chairman of AAC bemoaned the action by the governor, asserting that the All Progressives Congress deliberately continue to rig the local government elections in the state to continue to illegally access the fund and cover their deeds.
He said, “Lagos AAC calls Governor Sanwo-Olu to return the N370 million immediately. We also call on the National Union of Local Government Employees (NULGE), National Union of Teachers (NUT) and other worker's unions to rise up and defend the LGs from the bloody teeths of the gluttony. This is the character of the APC government since 1999."
Ajayi urged Governor Sanwo-Olu to stop tampering with local government funds, “as they are not ATMs for him and his greedy party".
He added, "This is wicked, illegal, and a colossal theft of the people's common wealth. Lagos AAC will henceforth mobilize our LG branches to start engaging the LGs over this legendary fraud by APC. Everyday's for the thief, one day's for the owner.”

FG shares N208bn to tertiary institutions [See breakdown]

The Tertiary Education Trust Fund (TETFund) has disbursed N208 billion as total allocation for 2019 tertiary institutions’ fund.
Prof. Suleiman Bogoro, the Executive Secretary, TETFund, made this known at the annual meeting of TETFund beneficiary institutions on Thursday in Abuja, NAN reports.
Bogoro said that universities got N826, 684, 392.00, polytechnics got the sum of N566, 701, 842. 00 and Colleges of Education received N542, 226, 346.00 each.
He said that 18 institutions drawn from six geopolitical zones in the country were to receive special high impact interventions.
Bogoro also explained that the 18 institutions that were critically selected in line with the provided guidelines, received N5 billion for the intervention.
He said that six universities would receive N3 billion each, six polytechnics N1 billion each and N1 billion each would go to six Colleges of Education.
TETFund boss said that the Fund had ensured that the beneficiary institutions, who are recipients of the education tax utilise them judiciously.
According to him, the agency is monitoring projects and programmes approved for them by Board of Trustees.
”The Fund had undergone some internal restructuring and realignment for better and efficient service delivery,” he said.
Bogoro said a total of 55 Colleges of Education have benefited from micro teaching laboratory, construction and furnishing.
TETFund boss added that the sum of N19, 977, 522, 916.59 had successfully been disbursed between January and June 2019 for physical infrastructure and library interventions.
He pointed out that the issue of stranded scholars abroad, which caused the nation and the fund embarrassment had been revisited promptly.
Bogoro, however, said that appropriate steps have been undertaken by the Fund to eliminate the lapses that led to the situation.
Meanwhile, Prof. Abubakar Rasheed, Executive Secretary, National Universities Commission (NUC) commended TETFund in the role played in ensuring the development of the country, especially as it concerns physical infrastructure in tertiary institutions.
Rasheed, however, said that the rising number of tertiary institutions was a challenge, which reduces interventions to the institutions.
He added that in 2019, the country has the largest number of intervention of the institution as more institutions were created.
According to him, Nigeria needs more universities, polytechnics and Colleges of Education but TETFund also needs to be protected so that the volume of intervention can be protected.
”The rising number of institutions is a challenge. Nigeria needs more institutions of tertiary education to provide more access to quality education.
”However, TETFund is also worry that with many institutions, the value of its intervention is minimised,” he said.
Rasheed, therefore, called on administrators of the various institutions to efficiently and successfully administer the funds while also urging them to be proactive in the processing of the fund.
He also called on Chief Executives of the institutions to engage other officials in their various institutions on utilisation of the fund.
It would be recalled that President Muhammadu Buhari approved N161 billion for varsities, others as 2018 Tertiary Education Trust Fund (TETFund) intervention budget for 2019 intervention activities in accordance with the provisions of TETFund Act 2011.

Each public university in Nigeria got an allocation of N785,832,700; Polytechnic gets N536,703,502; and College of Education will get N510,084,900.

Fayemi Inaugurates Committees to Fight Gender-based Molestations

The Governor of Ekiti State, Dr. Kayode Fayemi, has declared that his administration will maintain zero tolerance to all forms of gender molestations in the state.
“Gender-based violence has become pandemic in the country to the extent that one out of every five women must have been raped or abused. We must all work together to fight this.
“We just learnt that a woman was violently molested at Iludun Ekiti in Ilejemeje Local Government. I have asked the police to investigate whoever was responsible and bring the culprit to book”.
Fayemi said he considered the child rights law as an appropriate legal framework that can protect and safeguard the younger population.
Governor Fayemi also appealed to parents to properly utilise the free education policy of hid government, by not allowing their children to be on the streets during school hours. He said: “Today in Ekiti, education is free up to secondary level and there is no reason why any child should be on the streets hawking or loitering about instead of being in school. Under this government, education is compulsory, it is no longer fun.”
He said his government will deal decisively with those who have penchant for child rights violation to save the future of this state.
Fayemi spoke in Ado Ekiti on Wednesday while inaugurating the resuscitated Gender Based Violence Management Committee and the State Child’s Right’ Implementation Committee.
The committees, which are chaired by the First Lady, Erelu Bisi Fayemi, have the Commissioners for Women Affairs, Mrs Moji Fafure, Justice, Mr. Wale Fapohunda, Commissioner for Health, Dr Moji Yayaya Kolade and others, as members.
Governor Fayemi said that the committees were constituted to assist his administration to protect the rights of the women and the common men.
He noted that the committees, which were in operation during his first term in office, between 2011 and 2014, were abandoned after his exit by the immediate past government.
“Laws are made by the State to protect its people and once it is removed from the statute, then it is no longer functional. It should not start and end with a government.
In her response, Mrs Fayemi advised members of the committees to take the task of ridding the state of violators very seriously. She said: “With the phasing out of these committees under the last government,we are going to start our duties from the scratch. It is our hope that you with all the stakeholders will join hands with us to fight this scourge.

“We must take cognisnce of the fact that those being violated are Ekiti citizens and we have to protect them from all these molestations,” she said.

The Purported Raid On Senator Akpabio's Business Premises:Mischief Taken Too Far

The attention of His Excellency, Senator Godswill Akpabio has been drawn to a sensational report circulating in the social media about a purported raid by the Independent Corrupt Practices Commission (ICPC) of a business premises owned by Senator Akpabio over alleged diversion of generators and hospital equipment. The report is totally unfounded as Senator Senator Akpabio does not own any business premises.

The facts of the matter is that some operatives of the ICPC led by one Mr Tiku and the Border Community Development Agency led by Engr. Susan have been in communication with the contractor handling the contract for the supply of hospital equipment to Cottage Hospital,  Ukana, Essien Udim Local Government Area, a project initiated by Senator Godswill Akpabio.

On July 9, 2019 the said officials of the ICPC and Border Community Development Agency informed an aide of Senator Akpabio that they were tracking constituency projects and would be glad to be shown to projects which Senator Akpabio has executed, a request that was received with great enthusiasm by the aide of Senator Akpabio.

Among the projects visited by the team included a fully built and completed Skills Acquisition Centre in Ikot Ekpene and the Recreation Centre at the Federal Polytechnic, Ukana. They were also shown the medical equipment and generators which were kept in a warehouse which shares the same fence with the hospital.

The officials were very impressed with the execution of the projects and praised Senator Akpabio for the faithful execution of the projects even when the full contract sums were yet to be paid. They promised to make recommendations to appropriate agency for the payment of the outstanding contract sums.

The said ICPC and Border Community Development Agency officials also visited the Cottage Hospital, Ukana where the Medical Superintendent, Dr Mary Paulinus Udoh acknowledged receipt of the medical equipment. The Medical Superintendent before the officials praised Senator Akpabio for his interventions in the hospital including the donation of a dialysis machine and all the parties agreed that the generators should be formally handed over to the hospital on July 10, 2019 by 10 am.

Senator Godswill Akpabio can hardly be faulted in the execution of constituency projects. He has initiated and completed 88 constituency projects cutting across Akwa Ibom North West Senatorial District and even extending the projects to the other two Senatorial Districts in Akwa Ibom State with projects in Udung Uko and Ibiono in Eket and Uyo Senatorial Districts respectively. This is unprecedented. Even though most of the projects have not been fully paid for, most of them have been completed and put to use by benefiting communities.

The officials of the Border Community Development Agency created the impression that after the verification and tracking of the projects, they would make recommendations to appropriate agencies for the payment of outstanding balance of the contract sums to the contractors.

It therefore smacks of mischief taken too far that while the contractor as agreed by the Hospital Management was making arrangements for forklift to carry the heavy duty generators and formally hand them over to the Hospital Management,  some political jobbers went to town about a purported raid and diversion of the same equipment duly acknowledged by the Management of the hospital.

We therefore urge the general public to discountenance this malicious report as fictitious, baseless and unfounded. Senator Godswill Akpabio remains committed to the welfare of the good people of Akwa Ibom North West Senatorial District whom he had given effective representation as a Senator of the Federal Republic of Nigeria.

BREAKING NEWS: Again, Shiites Hold Massive Protest In Abuja, Say They Are Ready To Die

Scores of Shiites on Wednesday in Abuja made good their threat as they embarked on another protest, vowing to die for the cause of their religion.
The protesters marched from the National Human Rights Commission at Maitama through Transcorp Hilton to Gana Street chanting anti-government songs to call for the release of their spiritual leader, Ibraheem El-Zakzaky.
The mob, however, defied the presence of the armed security agents who are patrolling the city in search of the group.
The leader of the protesters, Abdullahi Musa, said the level of lead poison in the blood of  El-Zakzaky as detected by the doctors was 201.7 milligrams which is abnormal and thereby posed a serious threat to his life.
"His life is in danger and there is no reason for us to go back and sit down at home. The oppressors always brutalise, oppress and instill fears in the mind of the people.  We are ready to die in this cause and we have said it that we must come and they should get ready. If they like they should come and kill us," Musa stated.
He denied allegations that members of the movement shot two policemen and vandalised 50 vehicles at the National Assembly complex.
He explained that policemen in mufti should be held responsible for the destruction.
"We have been protesting. Even yesterday the protest took more than two hours peacefully before the police attacked the protesters.  So we will never surrender and we will not stop what we are doing. This is our constitutional rights. It is the right of Sheik El-zakzaky to go for medical treatment and the court has granted him freedom and they should allow him to go,"  Musa noted.
